Standalone Intelligence Capability Assessment

Obtain an independent evaluation of how effectively an existing intelligence capability transforms information into timely, actionable intelligence for decision-makers.

When a standalone assessment is the right starting point

This engagement is designed for organizations that want an objective evaluation and practical roadmap before deciding whether to implement changes internally or retain IRE for the next phase.

The same diagnostic discipline is incorporated into program-maturation engagements. Organizations building a new program begin instead with an intelligence needs and readiness assessment.

What we assess

  • Leadership and decision-making requirements
  • Mission, roles, staffing, and responsibilities
  • Information sources and authorized access
  • Collection and analytical processes
  • Product quality, relevance, and timeliness
  • Dissemination and executive briefings
  • Governance, standards, and performance

Strategic Threat & Business Risk Assessment

Understand the external conditions and emerging threats that could affect a project, market, investment, or operation.

When this assessment helps

This service supports businesses preparing for a major decision, entering a new environment, developing a complex project, or facing uncertainty involving community opposition, security concerns, reputational exposure, or operational disruption.

What we examine

  • Relevant actors, interests, and influence
  • Threats, vulnerabilities, and business exposure
  • Political, social, security, and operating conditions
  • Escalation indicators and early-warning signals
  • Potential impact on people, reputation, projects, and operations
  • Likely developments and alternative outcomes

Every engagement begins by assessing the organization’s starting point. Existing programs receive a capability assessment; new programs begin with an intelligence needs and readiness assessment.

Irene Rodriguez

Bringing clarity to the room—so you can act before it happens.

Following a 29-year career with the Federal Bureau of Investigation (FBI), Irene Rodriguez founded IRE Global Advisory to help organizations assess, build, and mature intelligence capabilities. As a senior executive, she held national and international leadership roles and had executive responsibility for FBI intelligence analysts assigned across the United States and internationally—including analysts representing the FBI at U.S. embassies worldwide; analysts assigned to CENTCOM, SOUTHCOM, NORTHCOM, AFRICOM, and EUCOM; and analysts supporting INTERPOL.

Irene developed enterprise-wide intelligence processes and strategic initiatives and directed analytic work that contributed to significant operational outcomes. She also served as an instructor at the FBI Academy in Quantico, Virginia, where she trained intelligence analysts across core intelligence disciplines. Her work also included strengthening foreign-partner capabilities through assessments, tailored training, and threat briefings and helping leaders turn intelligence and emerging risks into informed decisions and preventive action.

She also directed the timely sharing of actionable intelligence with foreign and private-sector partners while protecting classified information and adhering to governing policies. Irene briefed intelligence executives around the world and private-sector leaders on critical threats—translating intelligence into what the threat meant for them, why it mattered, and what preventive action they could take.

Through IRE Global Advisory, Irene brings her executive judgment, intelligence expertise, international leadership, and program-development experience to help businesses anticipate challenges, strengthen their capabilities, and turn insight into action.

Irene holds a Bachelor of Science in Biology and a master’s degree in Executive Leadership.
